This agreement complements earlier agreements with Universal Music, EMI and Sony Music for DRM-free songs. Vodafone customers can now get over-the-air access to the combined music catalogue of the world's four largest music companies in DRM-free format. The Warner Music catalogue will be available to Vodafone customers in Germany, Greece, Ireland, Italy, Netherlands, Portugal, Romania, Spain and the UK, as well as partner markets in Austria, Belgium, Bulgaria, Croatia, Cyprus, Slovenia and Switzerland. Furthermore, Vodafone and Warner Music will work together to offer a range of mobile music products such as value-added album bundles that contain additional multimedia content.

FCC chairman Julius Genachowski announced in a speech to the Brookings Institute that he plans to expand net neutrality rules, from the current four open internet principles to a total six. The current rules underline that consumers must be able to access the lawful internet content, applications and services of their choice, and attach non-harmful devices to the network. Two new principles would prevent internet access providers from discriminating against particular internet content or applications, while allowing for reasonable network management, and ensure that internet access providers are transparent about the network management practices they implement. Silicon Tuesday, September 22, 2009Nortel to sell packet core network assets(Telecompaper) Nortel's principal operating subsidiary Nortel Networks, and its US subsidiary Nortel Networks plan to sell by auction the assets of its Carrier Networks business related to the development of next-generation packet core network components. The Packet Core Assets comprise software to support the transfer of data over existing wireless networks and the next generation of wireless communications technology, including relevant non-patent intellectual property, equipment and other related tangible assets. In addition, Nortel Networks will grant the purchaser a non-exclusive license of relevant patent intellectual property. This is the latest in a series of auctions by the network equipment maker as part of its financial restructuring and court-led bankruptcy process.

Australian IT Tuesday, September 22, 2009RCom chairman outlines drop in capex, Infratel IPO(Telecompaper) Indian operator Reliance Communications expects a sharp fall in its capital expenditure in the current fiscal year as the company completes roll-out of its GSM network. Chairman Anil Ambani said at the company's AGM that capex will drop to around INR 10 billion this year, from INR 19 billion last year. "We expect our capex to decline significantly starting this year and continue on a downward trend in the future, particularly in relation to the scale of our expanding operations," he said according to a report in the Economic Times. "Our capex intensity peaked over FY08-09 -- that scale of mega-expenditure is now behind us." He said the company currently has a subscriber base of 85 million and hopes to have 100 million subscribers by March 2010. Separately, Bloomberg reports from the AGM that RCom will soon seek regulatory approval for the sale of a 10 percent stake in its Reliance Infratel unit as part of an initial public offering of shares.
