National Film Board on the Missing Canadian Digitization Strategy

In its submission to the CRTC New media consultation, the National Film Board of Canada warns: Canada today finds itself years behind other countries in developing a clearly focused and effective digitization strategy. The United Kingdom, France, the Netherlands, Australia, New Zealand, and China have already established digitization strategies that feature robust programs and ambitious plans. An effective digitization strategy yields significant domestic benefits such as wider access to knowledge for the creative industry and all communities, a greater appreciation of national cultural heritage, and the facilitation of lifelong learning. A digitization plan could also lead to a cultural export strategy. While I don't think the CRTC is the right venue for this, the continued sluggish development of a strategy by Library and Archives Canada and the utter missing-in-action approach from the government (Canadian Heritage seems more committed to locking up content in C-6

61 Reforms to C-61, Day 23: TPMs - No Exception for Obsolete or Broken Digital Locks

The inclusion of a right to circumvent in the event that the TPM breaks or becomes obsolete should be relatively uncontroversial. The U.S. Registrar of Copyrights has included a specific exception that addresses this situation since 2000. The exception reflects the recognition that the continual evolution of technology places the investment that consumers make in entertainment and software products or that libraries make in materials at risk in the event that a TPM ceases to function or becomes obsolete. While products do not come with a guarantee to function forever, the law should not impair consumers and libraries that seek to circumvent techologies that are no longer supported and thus create a significant barrier to access to their property. Despite the obvious, recognized need for such an exception, Bill C-61 does not address the issue. There is an limited exception for software interoperability, but that provision does not come close address the concerns

Big Spender Netflix Cuts its Web Ad Budget

Netflix has historically been one of the largest advertisers on the internet. Here's the discussion from its conference call about its Q2 ad spend and future budget: With the seasonal decline in subscriber acquisition in Q2, our marketing expense declined by $15 million, or 27% sequentially to just under 10% of revenue. As a percent of revenue, this represents the lowest quarterly marketing spend in our history as a public company. In Q2, we expensed $40.1 million on marketing. That's $5.2 million less than we expensed in Q2 of last year or about an 11% decrease in marketing expense. What's remarkable about the lower spending is that gross subscriber additions continued to grow anyway on a year-over-year basis.Complete Story »

Tech M&A plunges in 2nd quarter

Tech Confidential submits: The technology industry may be weathering the worst of the economic storms, but tech M&A is suffering. The total enterprise value of deals in the sector in the second quarter was roughly $31 billion, down 59% from nearly $75 billion in the year-ago quarter, according to a new report from Updata Advisors. There were 194 deals in the quarter, compared with 256 transactions in the previous quarter and 263 in the year-ago period. Deal pricing is also feeling the pinch, with median multiples of enterprise value to trailing 12 months revenue falling 8% from a year ago. Why the sharp drop? Against the slumping macroeconomic backdrop, buyers are being more patient and selective in their purchases, especially given the growing number of targets, the investment bank says.
