The 2008 survey included the 62 largest national banks and looked at an aggregate total of loans worth $3.7 trillion, or 83% of all outstanding loans in the national banking system. 'The disruption in financial markets that began in 2007 led to an abrupt change in risk appetite of the majority of the banks and a renewed focus on fundamental credit principles by bank lenders,' said the OCC, an agency of the Treasury Department.
