Feds lose 26 percent on TARP
The U.S. Department of Treasury has lost more than 25 percent of the $247 billion in funds bailing out banks with the Troubled Asset Relief Program, as of Dec. 31. The Congressional Budget Office's report released Friday was based on the present value of the dividends banks are required to pay taxpayers on warrants received in return for their funds. The value of warrants was $183 billion at the end of the year. In other words, the Treasury was providing a $63 million subsidy to the banks, according to the report. The T.A.R.P. program requires banks to pay a 5 percent dividend in the first five years, and 9 percent after that. In Hawaii, Central Pacific Bank on Jan. 9 sold $135 million in senior preferred stock to the U.S. Treasury under the program, plus a 10-year warrant to purchase up to $20.2 million. Other financial institutions have applied for the program but either haven't decided how to use the funds or have declined; they include Bank of Hawaii, american Savings Bank, Pacific
