Given that Bush already made the decision, it was best for him to follow through with the withdraw.The real issue is that you don't tell when or to what level you do the withdraw until you do it. Now the enemy just needs to wait until the police are gone and then it is back to business as usual. What a dolt to show his cards before anyone makes a bet!Besides, then he can use the money to pay for his social programs.
