The new Film in Catalonia bill could tax all movies that are dubbed, as well as requiring 50% of those to be dubbed in Catalan.The aim is to encourage more subtitling and allow Catalans to choose the language in which they watch films, culture minister Joan Manuel Tresserras said yesterday.The problem for Hollywood is that, while subtitling is far cheaper than dubbing, audiences in Catalonia generally prefer the latter option. Registration has begun for visual and performing arts spring programs at the Howard County Center for the Arts (HCCA) in Ellicott City. HCCA offers classes and workshops for children and adults and the programs are open to the public. Spring art educational programs begin the week of April 13, 2009. Most classes run for eight weeks through June 13th.
