Senate nears vote on tobacco
Sweeping changes in how the government controls tobacco content and marketing are likely to be approved in the U.S. Senate next week despite a strong last-ditch effort by tobacco interests and skepticism from some experts that smokers won't kick their habit. The bill, passed overwhelmingly by the U.S. House in April and due for a Senate vote as early as Tuesday, would give the Food and Drug Administration broad new authority over tobacco. 'It's a massive move in public policy,' said Andrew Taylor, professor of political science at N.C. State University. . . . Tobacco brought in $686 million in receipts to North Carolina last year, the top cash crop in the state. Tobacco farmers roamed Capitol Hill this week in their Sunday best, visiting aides to Southern senators and hoping for good feedback. They weren't encouraged. 'Oh no, we're not having that kind of impact,' said Pender Sharp, who grows 500 acres in Wilson. 'We just want to put a face to the bill they're voting on, and talk

EDITORIAL: Lawmakers blow it again on raising cigarette tax
Mired in arguments about how to spend the money, South Carolina lawmakers failed once again to raise the state's last-in-the-nation cigarette tax. The state tax is stuck at 7 cents a pack, where it's been since 1977. The national average for states is $1.27 a pack. . . . But while state lawmakers perennially prove their ineffectiveness on this issue, efforts elsewhere give us hope. We've seen local smoking bans spread across the state in the past three years, so much so that it's far more rare to see someone light up in public than it is to enjoy a smoke-free environment. At the federal level, even more is happening. In April, the federal cigarette tax jumped to $1.01 a pack, up 62 cents a pack. Smoking debate has become nicotine-delivery debate
Federal regulators are cracking down on a cigarette substitute that uses technology similar to devices that Philip Morris USA researchers have focused on in recent years. Meanwhile, Virginia commonwealth university is studying how much nicotine -- the addictive compound in tobacco -- the 'electronic cigarettes' deliver, under a grant from the National cancer Institute to look at nicotine products. Since the start of the year, the Food and Drug Administration has issued 'Import Alerts' advising staff working alongside U.S. Immigration and Customs Enforcement officers that they can seize 'electronic cigarettes' made by three Chinese companies, federal court records show. The FDA has refused to let at least 17 shipments of electronic cigarettes into the country, saying they are unapproved drug-delivery devices, spokeswoman Karen Riley said. . . . On the 4th June, the Faculty of Health Sciences at the University of Copenhagen will open the doors of its new research center, The Novo Nordisk Foundation Center for Protein Research. The Center is the result of a historic donation from the Novo Nordisk Foundation, which in 2007 gave the University 80 million euros for its establishment.
