EDITORIAL: Plan to have FDA regulate tobacco is a mistake : There is no way to alter the ingredients in cigarettes to make smoking safe.
After all, the role of the FDA is to make certain that the drugs we use and foods we eat are safe. . . . Legislators made concessions to Big Tobacco requiring the FDA to consider the economic effect of any new restrictions and giving tobacco companies nonvoting representation on a new scientific-advisory panel. And a ban on cigarettes will not be allowed. Once the FDA gets involved the reality of what it is being asked to do -- look the other way -- will become clear. We also fear that FDA regulation will give people a false sense that cigarettes are safe or, at least, safer. At some point the FDA won't be able to look the other way. Congress is going to wish it never created this problem and will undo what it's now doing. In the process, it will unravel much of the good that's been done in reducing smoking in this country.
