D.C. Chancellor Gains Ground With Aggressive Agenda
Washington, D.C., Public Schools Chancellor Michelle Rhee is pushing forward with her efforts to turn around the local school system. Those efforts have thrust Rhee's agenda onto a national stage, as educators across the country grapple with struggling school districts. Rhee discusses her work, which includes recently narrowing an achievement gap between white and minority students.

Senate Passes Hate Crimes Amendment Lacking Free Speech And Association Protections
WASHINGTON - The Senate late Thursday passed an amendment as part of the Department of Defense Authorization bill that would give the federal government new authority to prosecute certain violent acts based on race, color, national origin, religion, gender, sexual orientation, gender identity and disability. However, the Senate version of the hate crimes bill lacks the strong protections for speech and association included in legislation passed by the House of Representatives in April. The American Civil Liberties Union believes that without the speech and association protections included in the House bill, the Senate hate crimes legislation could have a chilling effect on constitutionally protected speech and membership.

DHS Continues State And Local Immigration Enforcement Program Without Meaningful Changes
WASHINGTON - After a congressional request and multiple Freedom of Information Act (FOIA) requests, including one from the American Civil Liberties Union, the Department of Homeland Security (DHS) released a new standardized Memorandum of Agreement (MOA) that it will use in its expanded 287(g) program granting state and local law enforcement agencies federal immigration enforcement authority. The 287(g) program has led to serious civil rights abuses and public safety concerns, and according to an analysis by the ACLU, the changes in the new MOA do nothing to solve these problems.

Theatrics and Hypocrisy at Sotomayor Hearings
Protesters shouting down senators and carrying bloody dolls at Judge Sonia Sotomayor's confirmation hearings ['The Scene: Culture Wars Intrude on a Day of Cordiality,' front page, July 14] undermine civil efforts to find common ground on reducing abortions. While culture-war theatrics provide the media with sensational images, they do nothing to support pregnant women. The time is ripe to end our nation's divisive abortion battles. President Obama has emphasized respectful dialogue and supports efforts to help women avoid the tragedy of abortion. Pro-life Rep. Tim Ryan (D-Ohio) and pro-choice Rep. Rosa DeLauro (D-Conn.) are sponsoring legislation in the House with the goal of reducing the number of abortions.

Justice Department Blocks Discriminatory Voting Practices In Georgia
WASHINGTON - A coalition of voting rights groups and attorneys today praised a decision by the U.S. Department of Justice (DOJ) to block the use of flawed and racially discriminatory voter registration practices by Georgia Secretary of State Karen Handel. In a letter sent this past Friday from Civil Rights Division Acting Assistant Attorney General Loretta King to Georgia Attorney General Thurbert Baker, the DOJ informed the state that it had failed to establish that two new voter verification procedures did not have a discriminatory effect on minority voters. Under Section 5 of the Voting Rights Act, Georgia is required to submit new voting procedures for federal review before they are implemented.

ACLU Challenges Patents On Breast Cancer Genes
NEW YORK - The American Civil Liberties Union and the Public Patent Foundation, a not-for-profit organization affiliated with Benjamin N. Cardozo School of Law (PUBPAT), filed a lawsuit today charging that patents on two human genes associated with breast and ovarian cancer stifle research that could lead to cures and limit women's options regarding their medical care. Mutations along the genes, known as BRCA1 and BRCA2, are responsible for most cases of hereditary breast and ovarian cancers. The lawsuit argues that the patents on these genes are unconstitutional and invalid.
