IRVING — New NFL Players Association president DeMaurice Smith began a 28-team tour in Dallas on Tuesday to meet players and outline his vision for the union.Smith, elected in March to replace the late Gene Upshaw, expressed confidence that the union and the league will come to an agreement on a new collective bargaining agreement before the looming uncapped season in 2010.He said he talks to NFL commissioner Roger Goodell two to three times a week and that they are working on dates to sit down for hard negotiations to avoid a possible lockout or strike.
