Missouri lawmakers introduced a bill Tuesday that would provide $20 million in one-time emergency funding to help Metro restore some of the service it cut last month to offset a deficit, but it's $15 million less than what the agency had requested.

Bell Proposing Usage Based Billing
Idiomatick writes 'Bell Canada is attempting to impose UBB on it's wholesale customers. As Bell was given a last-mile monopoly in much of Canada by the government they are required to follow rules set up by the CRTC this includes leasing their lines to competitive ISPs. And they are given a directive by the CRTC to provide competitive speeds to said ISPs. Teksavvy has informed it's customers that were this to go through the current monthly cap would be quartered and the cost for exceeding it would be 'multiple times more than our current per Gigabyte rate of $0.25/GB on overages'. They have also helpfully included a link where you can send your comments/concerns to the CRTC directly.' of this story at Slashdot.

Hybrid help: Can Bill Gates make the electromagnetic combustion engine a reality?
It's no wonder inventors are racing to develop the best type of engine to power tomorrow's fleet of hybrids as automakers rush to get enviro-friendly cars on the road and consumers are tempted by a new $7,500 tax incentive being offered for buying one. But it's not only new inventions that are vying for a piece of the action: Microsoft co-founder Bill Gates, former Microsoft chief technology officer Nathan Myhrvold, and other entrepreneurs are attempting to put a new face on technology that's been kicking around for more than a century--an electromagnetic engine that turns mechanical into electrical energy. Dell Adamo review
The Adamo, one of the most keenly anticipated laptops of 2009, is a remarkably thin machine, with plenty of high-end visual touches that help it to live up to its luxury billing. It's a decent performer for a low-power laptop, but, at this price, we'd expect battery life to be better

Fool disclosure
Episode 23: In which a meeting with the Irish Tánaiste leads to a stolen bottle of Guinness and a lesson in handling the truth'We shook hands. My inability to recall that particular moment more precisely is disappointing: the handshake is the threshold act, the beginning of politics. I've seen him do it two million times now, but I couldn't tell you how he does it, the right-handed part of it - the strength, quality, duration of it, the rudiments of pressing the flesh.'- Joe Klein, Primary ColorsThere's a wonderful sequence right at the start of Primary Colors where an aide to Governor Jack Stanton explains the genius of the governor's handshake. There's no doubt that Stanton was a master of the art - 'The threshold act, the beginning of politics' - as of course was Bill Clinton on whom the character was modelled. But let me tell you something I found out last night: when it comes to the art of the handshake, Mary Coughlan, the deputy prime minister of Ireland knocks both Stanton and
