Call for global action as swine flu outbreak spreads
. US declares health emergency . Death toll rises to 86Governments around the world were put on high alert yesterday for a possible swine flu pandemic as the death toll from the virus at its centre in Mexico continued to rise, and possible cases were reported as far afield as Israel, New Zealand and Scotland.A weekend declaration by the World Health Organisation of an international public health emergency was followed by a call for worldwide surveillance of the spread of the virus; it has rapidly claimed 86 lives, confined hundreds to hospital, and brought one of the world's largest cities to a near standstill. The united states last night separately declared its own emergency after officials said the virus was now so widespread that it was unlikely it could be contained. However, White House officials urged people not to panic and pointed out that no case outside Mexico had proved fatal. The US has found 20 confirmed cases of swine flu: eight students in New York and other sufferers in

Agency failing to tackle organised crime
. Criminal networks prove too much for 'British FBI' . Lack of resources and flawed strategy blamedDowning Street is attempting to take control of the fight against organised crime amid growing concerns that thousands of major villains are not being brought to justice, the Guardian has learned. The prime minister's strategy unit is investigating the failure by the Serious Organised Crime Agency (Soca) - which was billed as Britain's FBI - and the police to stop the rise of criminal gangs that run a multibillion-pound series of enterprises controlling the flow of drugs, human trafficking and illegal gun importation. The intervention is a measure of Gordon Brown's concern and raises questions about the Home Office's failure to get to grips with the problem at a time when agencies admit it has spread from the inner cities to the shires, eroding the fabric of almost all of Britain's communities. The strategy unit review comes after a HM inspectorate of constabulary report, written six month
