State's population grows 6% since 2000
Gov. Jim Doyle announced Friday that Wisconsin has added nearly 325,000 residents since the 2000 U.S. Census and its population continued to grow through 2008, according to data released by the state department of Administration.

Open Source Could Have Saved Ontario Hundreds of Millions
Platinum Dragon writes 'Ontario's auditor-general released a blistering report this week detailing how successive governments threw away a billion dollars developing an integrated electronic medical record system. This CBC article highlights an open source system developed at McMaster University that is already used by hundreds of doctors in Ontario. As one of the developers points out, 'we don't have very high-priced executives and consultants,' some of whom cost Ontario taxpayers $2,700 per day.' The McMaster University researchers claim their system could be rolled out for two percent of the billion-dollars-plus already spent on the project. The report itself (PDF) also makes note of the excessive consultation spending: 'By 2008, the Ministry’s eHealth Program Branch had fewer than 30 full-time employees but was engaging more than 300 consultants, a number of whom held senior management positions.' of this story at Slashdot.

According to the report, the state's average unemployment rate in 2008 was 3.3 percent, while the average rate this year was 4.7 percent, thereby resulting in losses of health coverage.

Telefonica promises further dividend increase
(Telecompaper) Telefonica has reiterated its commitment to reach EUR 2.10 earnings per share in 2010. the company will also pay a dividend per share of EUR 1.40 for 2010, up by 21.7 percent year-on-year. This dividend will be payable in two tranches. Telefonica has also set a target to increase up to a minimum of EUR 1.75 per share the dividend for 2012. The company expects revenues to increase by 1-4 percent between 2008 and 2012, while OIBDA is estimated to rise by 2-4 percent in the period. Operating income is forecast to increase by 4-7 percent by 2012. The company provided the forecasts at its investor conference in Madrid.

NC Wants Dell to Repay Incentives for Closing Plant
N.C. government leaders are asking Dell to repay tax breaks and other incentives the PC maker received from them when it built its PC plant four years ago. Dell has announced it is closing the manufacturing plant by January 2010, a move that will cost 905 employees their jobs. The shutdown is part of a larger initiative by Dell to save $4 billion through cost-cutting measures. - North Carolina leaders want Dell to pay for shutting down a four-year-old PC manufacturing plant in their state. The maker of a blood-clotting gauze now carried by every U.S. combat soldier and Marine is trying to break into the civilian medical market. Z-Medica of Wallingford, Conn., introduced the QuikClot gauze in December 2007. Six months later, the military made the product a standard part of its battlefield kits. The Army Material Command named it one of the "Top 10 Greatest Inventions of 2008."

Microsoft's Pink phone project may be on the verge of falling apart even before its first product ships, according to a controversial set of leaks supposedly confirmed today. Backing a scoop from earlier in the week, a source for AppleInsider says Microsoft has poorly managed the project and squandered the acquisition of Sidekick creator Danger from 2008.
