Nice backs minimum pricing on alcohol
. Health body's view at odds with government line. Plan would stop drink being sold at big discountsThe government's expert advisory body on medical treatment is recommending imposing minimum prices on alcohol as a means of combating 'hazardous and harmful drinking'.Draft proposals put out for consultation by the National Institute for Health and Clinical Excellence (Nice) today put it on a political collision course with the Department of Health. The recommendation, hidden away on page 16 of a 78-page advisory document on public health, will stir up public controversy over the issue, adding to the growing list of doctors and politicians in favour of price controls.Earlier this year, the chief medical officer, Sir Liam Donaldson, backed a minimum price of 50p per unit of alcohol to combat binge drinking. He vowed to pursue the initiative despite Gordon Brown rejecting it. The British Medical Association endorsed the proposal last month, saying it would be one of the most effective ways

Police criticised on antisocial behaviour
Home secretary says police officers should not leave councils to deal with troublemakers after Fiona Pilkington caseThe home secretary, Alan Johnson, has strongly criticised police officers for having a 'mindset' that ignores besieged families and leaves the local council to deal with antisocial behaviour problems.Launching a package of measures to improve enforcement of the government's drive against antisocial behaviour, Johnson said the recent case of Fiona Pilkington and her disabled daughter - who died together in a blazing car after being terrorised by a gang of children - demonstrated why ministers needed to return to the issue. He criticised the senior Leicestershire police officer at Pilkington's inquest who said tackling low-level antisocial behaviour was no longer a police matter but should be dealt with by local authorities.'It is ludicrous and ridiculous,' said Johnson. 'It's just totally inexplicable how a police officer could feel like that, but it suggests there is a min

Extra 13,000 US troops to Afghanistan
Move is separate from Nato commander General Stanley McChrystal's request to increase troop levelsPresident barack obama is quietly deploying an extra 13,000 troops to Afghanistan, an unannounced move that is separate from a request by the US commander in the country for even more reinforcements. The extra 13,000 is part of a gradual shift in priority since Obama became president away from Iraq to Afghanistan. The White House and the Pentagon both announced earlier this year that the number of US troops in Afghanistan was to be raised by 21,000, bringing the total at present to 62,000, with the aim of 68,000 by the end of the year. But the Washington Post, based on conversations with Pentagon officials, said that on top of those an extra 13,000 'enablers' are also being deployed. They are mainly engineers, medical staff, intelligence officers and military police. About 3,000 of them are specialists in explosives, being sent to try to combat the growing fatality rate from roadside bomb
